A method, computer-readable medium, and apparatus for transmitting a unicast message comprising a message content of a wireless emergency alert message to an endpoint device that did not receive the wireless emergency alert message are disclosed. For example, a processing system of a cellular network including at least one processor may receive a request to broadcast a wireless emergency alert message, where the request comprises an alert area and a message content, broadcast the wireless emergency alert message in the alert area, where the wireless emergency alert message includes the message content, obtain a notification that a first endpoint device did not receive the wireless emergency alert message, and transmit a unicast message comprising the message content to the first endpoint device.

Respective implementations facilitating non-service initiated (NSI) 911 device parameters are provided. A method can include detecting, by a system comprising a processor, an initialization of an emergency call by the system, the emergency call using a first communication network that is distinct from any second communication networks that the system is registered to use; generating, by the system in response to the detecting, a non-service initiated parameter message comprising data indicative of a location of the system; and initiating, by the system, the emergency call using the first communication network, the initiating comprising transmitting the non-service initiated parameter message to network equipment of the first communication network.

The disclosed technology is directed towards facilitating the creation of network sub-slices within a network slice. When a network slice having defined default specification data (e.g., quality of service and prioritization levels) is instantiated, resources of the network slice can be allocated to network sub-slices within the network slice. A network sub-slice has modified specification data relative to the default specification data. Upon connection of a mobile device to the network, if the mobile device is part of a group associated with a network slice and sub-slice, the mobile device traffic is handled based on its network slice default specification data as modified by the modified sub-slice specification data. Network sub-slices thus provide a way for variations within the parameter data of a network slice, without the overhead and need to instantiate a separate network slice for each variation needed by subscribing entities.

Aspects of the subject disclosure may include, for example, a mobile device that includes a home public land mobile network (HPLMN) identifier and a private home public land mobile network (PHPLMN) identifier. The mobile device prioritizes attaching to a radio access network (RAN) of the PHPLMN. The PHLMN and PHPLMN identifiers may be provided as part of an over-the-air (OTA) update. Other embodiments are disclosed.

An evolved multimedia broadcast multicast services (eMBMS) core may map sensor data or telemetry data from a central repository server (e.g., tag it with an area code from where the data is being generated) to a service area. The eMBMS core may inform the radio access network to create a service area for the specific area code, which may be part of or an entire city, county, or the like. Then the radio access network may broadcast the data to the vehicles or devices in the specific area code.

Aspects of the subject disclosure may include, for example transcribing a voicemail message left by a call originator and intended for a call recipient. The resulting text is scheduled to be delivered as an SMS message to the call recipient. The source phone number in the SMS message is set to the call originator's phone number so that the transcribed voicemail text appears in a messaging application's conversation view between the call originator and the call recipient. The described technology is generally directed towards network slicing for private cellular networks (PCNs). Network slicing can be leveraged as described herein to meet security requirements and/or other policies applicable to PCNs. Network slices implemented according to this disclosure can comprise a private network slice, a public network slice, and a public safety network slice. User equipment can be provisioned with slice identifiers for the network slices, and applications at the user equipment can specify an appropriate slice identifier for their network communications. Network equipment can be configured to route application traffic to a specified slice and to allocate network resources according to the specified slice, as well as to implement security and other policies according to the specified slice.

A processing system of a radio access network may obtain an attach request from a user equipment to the radio access network, identify a first cellular core network of a first mobile network operator associated with the user equipment from among a plurality of cellular core networks of a plurality of mobile network operators in communication with the radio access network, generate a first record that includes an identifier of the user equipment, at least one quality class indicator, and at least one radio access network resource utilization metric for a utilization of the radio access network by the user equipment associated with the at least one quality class indicator, and transmit the first record to at least one of: the first cellular core network of the first mobile network operator or a second cellular core network of a second mobile network operator of the plurality of network operators.

The disclosed technology is directed towards intelligently steering a roaming mobile communications device to a roaming carrier that is preferred by the mobile device's home network. When a mobile device requests to connect to a first visited network, decision logic of the home network determines whether the first visited network is the preferred visited network. If not, the home network returns a steer message (via the first visited network) to steer the mobile device to a preferred visited network. In one implementation, the steering decision is performed at the network edge by a home security edge protection proxy (H-SEPP) node coupled to a visiting SEPP (V-SEPP) node, which reduces hops and latency. What the home network considers preferred can be changed (e.g., dynamically) as desired by the home network. Also described is service-based steering that selects a different visited network based on a particular service requested by a mobile device.

Aspects of the subject disclosure may include, for example, receiving, over a communication network, a first message utilizing a first messaging application from a first communication device associated with a first user and identifying a recipient of the first message as a second user associated with a second communication device. Further embodiments can include determining that the second user utilizes a second message application to exchange a first group of messages via the second communication device resulting in a first determination, and transmitting, over the communication network, the first message to the second communication device utilizing the second messaging application based on the first determination.
