The UE may order the plurality of cells based at least in part on multiple factors including at least a cell selection condition, the cell selection condition indicating a threshold for the measurement for cell selection. The UE may select, based at least in part on the ordering, a cell from the plurality of cells. The UE may camp on the selected cell. Numerous other aspects are provided.

In some aspects, a user equipment may receive a radio resource control (RRC) resume message, associated with transitioning the UE from an inactive state to a connected state. The UE may configure, based at least in part on receiving the RRC resume message, the UE with a serving cell common configuration, associated with a serving cell of the UE, received in a system information block (SIB) associated with the serving cell. Common channel configuration in new radio inactive state

In some aspects, a user equipment (UE) may receive a synchronization signal block associated with a first channel number as part of a scan, wherein the synchronization signal block indicates a second channel number corresponding to a cell-defining synchronization signal block. The UE may attempt acquisition for the cell-defining synchronization signal block at an elevated priority level based at least in part on the synchronization signal block indicating the second channel number.
