The present technology relates to an encoding device and an encoding method capable of reducing the amount of information relating to information that specifies a reference image. An encoding unit generates a predicted image using a reference image. A transmission unit transmits inter_ref_pic_set_prediction_flag representing whether reference image specifying information specifying the reference image of a prior image that is an image prior to a current coding image in coding order is used as the reference image specifying information of the current coding image in a case where the current coding image is an image other than a first image of a GOP (Group of Picture). The present technology, for example, can be applied to an encoding device of an HEVC (High Efficiency Video Coding) system.

Encoding device and encoding method with setting and encoding of reference information

There is provided an image processing device and method capable of suppressing a decrease in subjective image quality. A size of a current block for a prediction process is set according to a size of a peripheral block situated on a periphery of the current block. The prediction process is to generate a predicted image of an image to be encoded. An intra prediction process is performed on the current block that has been set and the predicted image is generated. The image to be encoded is encoded using the predicted image that has been generated. The present invention relates to image processing device and method which can suppress block noise. A filter strength determination unit determines the filter strength for every four lines under the control of a control unit. In other words, if a block boundary determination unit has determined to perform filtering, the filter strength determination unit determines at which strength of the strong filter or the weak filter the filtering process is performed, and outputs the determination result to a filter calculation unit. On this occasion, the filter strength determination unit uses the Bs value in the determination formula of the strong filter. For example, in the case of using the Bs value, the threshold of the determination is set in accordance with a linear function of the Bs value from the control unit. Provided is an image processing device including: a search unit that searches for an intra-prediction mode for each prediction block included in an image to be encoded; and a control unit that determines whether a chroma format is 4:2:2 and to limit a search range of intra-prediction modes of the search unit to a predetermined range in which no upper reference pixels are referred to with respect to a prediction block of chrominance components in a case where the chroma format is determined to be 4:2:2.
