A peak cut power calculation unit calculates peak cut power transmittable to an overhead wire as power exhibiting monotonic non-increase with respect to a resistance value of the overhead wire between a vehicle and a substation. In addition, a peak cut unit controls electrical charging/discharging of a rechargeable battery with power of a difference between load power and transmission peak cut power when the load power is equal to or more than the peak cut power.

A hybrid forklift truck is provided with an engine, a battery-driven motor generator, and a battery control device that prevents excessive exhaustion or charging of the battery. The state of charge (SOC) of the battery is determined from the battery voltage and SOC when battery current is zero for at least a predetermined time period and from the battery voltage, current and SOC when discharge current is constant for at least a predetermined time period. SOC is revised whenever battery current is zero or constant for at least the predetermined time period, and SOC at any point of time in operation of the forklift truck is estimated by integrating battery current from the SOC revision and subtracting the integrated current from the revised SOC. Drive power of the engine and motor generator are allocated according to a relationship between permissible discharge and charge current and SOC of the battery.

A pulse charging apparatus includes a DC high-voltage generator, a capacitor that is charged by a DC high voltage output from the DC high-voltage generator, a switching unit for switching charges stored on the capacitor to provide a pulse-like high voltage to a load, and a control unit for controlling the operation of the switching unit. The switching unit consists of a series combination of an electron tube and a stationary gap. The control unit controls the operation of the electron tube.
