A transmitting unit of a base station transmits data to a radio terminal with a plurality of frequency bands. A transfer unit of the base station transfers a part of data to be transmitted by the transmitting unit to another base station, so that data transmission to the radio terminal is performed in the other base station. A receiving unit of the other base station receives data transferred by the transfer unit of the base station. A transmitting unit of the other base station transmits data received by the receiving unit to the radio terminal.

A cell identifier deciding method includes: judging whether identification of cell identifiers allocated to cells covered by a plurality of radio base stations is allowed among the plurality of radio base stations; and changing the cell identifier of a radio base station which is relatively low in processing load imposed on changing of its cell identifier in the plurality of radio base stations, in a case that it is judged that identification of the cell identifiers is not allowed.

A method of connection of a priority call in a wireless communication system able to assign channels making full utilization of system resources and to thereby prevent failure of connection (call loss) of an emergency call or other priority call, which sets a maximum threshold Th.III between a critical threshold Th.IV constituting an upper limit, in terms of hardware, on the number of calls able to be assigned channels in a wireless section, and a design threshold Th.II constituting an upper limit, in terms of software design. It assigns a priority call a channel and connects the call to the exchange side even if the total number of calls exceeds the design threshold Th.II, but if it determines that it is smaller than the maximum threshold Th.III, performs breathing when the total number of calls exceeds the design threshold Th.II, and sends a standby instruction message to the terminal side when it determines that the total number of calls has exceeded the maximum threshold Th.III.
