Disclosed is a remote monitoring diagnostic system in which a center and monitoring diagnostic units of a number of objects to be monitored are connected by a network. The center includes an algorithm forming unit for forming algorithms for monitoring, diagnosing, and operating each object to be monitored, a program group formation unit for forming monitoring, diagnostic, and operational programs from these algorithms, a transmitter for transmitting the programs in response to a request from the monitoring diagnostic unit, and a unit for forming information concerning prevention/maintenance form a diagnostic result and monitoring data from the monitoring diagnostic unit of each object to be monitored. The monitoring diagnostic unit of each object to be monitored includes a mobile program execution processor for executing the corresponding object to be monitored, and a transmitter for transmitting monitoring data to the center.

A center-side processing system and monitoring processing systems of monitoring objects are connected through a network. The center-side processing system includes a module for producing monitoring and diagnostic algorithms of the monitoring objects, software producing module for producing monitoring and diagnostic software from the monitoring and diagnostic algorithm, a module for producing a transmission schedule of the monitoring and diagnostic software, transmitting module for transmitting software according to the transmission schedule, a module for correcting and changing the monitoring and diagnostic software from data received from the monitoring processing system, and verification module for performing verification before the transmission of the monitoring and diagnostic software. Each of the monitoring processing systems includes a module for receiving the monitoring and diagnostic software, execution processing module for executing the monitoring and diagnostic software, a module for automatically verifying the monitoring and diagnostic software, and transmitting module.

A district heat supply plant controller for efficiently and flexibly obtaining operation plans of a district heat supply plant includes a plant operation planning device responsive to a predicted thermal load value for a current day predicted by a thermal load prediction device to determine an operation plan of the district heat supply plant. The plant operation planning device has a genetic algorithm executing device applying genetic algorithms onto an individual having rows of genes representing ON/OFF states in each time unit by 1/0 for each of the heat source devices. In the plant operation planning device, a mathematical programming executing device,uses an operation plan obtained by the genetic algorithm executing device,as its initial value to determine the operation plan of the district heat supply plant

The distributed water flow predicting device comprises seasonal prediction model learning means for learning weight coefficients by back propagation over a prediction model a neural network model for predicting daily distributed water flows and specific characters of an hourly distributed water flow pattern for a season, based on processed actual seasonal weather data and seasonal distributed water flows, so as to identify the prediction model. Seasonal distributed water flow predicting means pridicts daily distributed water flows and specific characters of hourly distributed water flow patterns for a required season by using the prediction model, based on inputted information about the weather, temperature, a weekday or a holiday. The seasonal distributed water flow predicting means compares the specific characters of an hourly distributed water flow pattern given by the prediction model with specific characters of past actual distributed water flow patterns so as to retrieve a most similar hourly distributed flow pattern from the past actual distributed water flow patterns, giving the retrieved pattern as a predicted hourly distributed water flow pattern, and multiplys the predicted daily distributed water flow by the predicted hourly distributed water flow pattern to predict an hourly distributed water flow.
