An information processing system includes a control unit that performs control such that: context information is associated with a content element in advance; for each of users, an activation condition is settable for at least the context information, and a user scenario including a data set of the context information and the activation condition is generatable; and when sensor data obtained by sensing a user in real time satisfies the activation condition set in the user scenario, the content element associated with the context information depending on the activation condition is presented to the user.
