An apparatus, method, and program capable of predicting an attenuation of electromagnetic waves in an upper airspace of a target area in consideration of the influence of long-term weather changes in future are provided. An apparatus for predicting an attenuation of electromagnetic waves between a radio apparatus located above a target area and a terrestrial surface is provided with a data acquisition section for acquiring past weather data in the target area, and an estimation section for estimating a weather corresponding to a future target year in the upper airspace of the target area based on the past weather data, and estimating an attenuation of electromagnetic waves based on an estimation result of the weather.

It is suppressed of a deterioration of communication quality of a service link (SL) due to a local propagation-loss increasing part in a radio propagation path of a feeder link (FL) between an aerial-floating type communication relay apparatus and a gateway (GW) station. When the local propagation-loss increasing part occurs in the radio propagation path of the feeder link between the gateway station and the communication relay apparatus or when an occurrence of the propagation-loss increasing part is predicted, the communication relay apparatus is moved to a position capable of suppressing or avoiding the deterioration of communication quality due to the propagation-loss increasing part in the radio propagation path of the feeder link.

An optical measurement apparatus for an eyeball includes a light emitter, a light receiver, a detector, and a controller. The light emitter emits light such that the light passes across an eyeball of a subject. The light receiver receives the light that has transmitted through the eyeball. The detector detects a direction of the eyeball. The controller performs control such that the light emitter starts emitting light having an intensity used in measurement or the light emitter increases an intensity of light emitted by the light emitter to the intensity used in measurement in a case where the direction of the eyeball detected by the detector is in a predetermined range.
