A method of orchestrating control actions of controllers includes receiving requirements and, from each of an access network controller, a core network controller and an application platform controller, techniques of the respective controller, respective impacts of application of the techniques on the requirements and triggers addressable by the respective techniques. An initial synergy profile is generated using this information. In regular intervals or based on activation of a trigger, a handling procedure is run so as to identify techniques to be applied. The handling procedure considers the techniques and the respective impacts of application of the techniques an endangered requirement(s). Instructions to implement the respective identified techniques are sent to the respective belonging controllers. The synergy profile is updated based on changes resulting from the application of the techniques.

In order to make it possible for an upper layer to receive the supply of a desired resource from a lower layer, this network control device is provided with: a database that receives a request for connection between node ports included in an upper layer network; and a hierarchical control unit that determines a link for connection between ports via a lower layer network and the performance of the link and associates and retains the results. The database receives a flow between nodes included in the upper layer network, said flow being selected in accordance with the link and the performance. The hierarchical control unit sets a flow corresponding to the link in the lower layer network when the link is included in the path of the flow.

In order to make it possible for an upper layer to receive the supply of a desired resource from a lower layer and make it possible to suitably grasp a trend in requests for a lower layer resource, this network control device is provided with: an upper hierarchical layer control unit that receives a request for an upper virtual link settable for the purpose of connecting user ports connected to an upper layer network, determines the performance of the settable upper virtual link, and associates and retains the result; and a lower hierarchical layer control unit that receives a request for a lower virtual link settable for the purpose of connecting ports within the upper layer network via a lower layer network, determines the performance of the settable lower virtual link, and associates and retains the result.
