An operating device for a human powered vehicle comprises a base member, a first operating member, a piston, and an electric generator. The base member includes a cylinder bore. The first operating member is configured to be movably coupled to the base member between a first rest position and a first operated position. The piston is configured to be movably provided in the cylinder bore and to be pulled in response to a movement of the first operating member from the first rest position toward the first operated position. The electric generator is configured to generate electric power in accordance with a physical change applied to the operating device.

A human-powered vehicle control device for a human-powered vehicle includes an electronic controller that controls a motor assisting in propulsion of the human-powered vehicle. The electronic controller is configured to control the motor in a first control state that limits at least one of a first driving time of the motor assisting in propulsion of the human-powered vehicle, a first driving number of times of the motor, a driving timing of the motor, a second driving time for driving the motor so that an output of the motor becomes greater than or equal to a predetermined output value, and a second driving number of times for driving the motor so that the output of the motor becomes greater than or equal to the predetermined output value.

A power storage is configured to store the electric power generated by the electric generator. The electrical switch and the electric generator is provided on a first location. The power storage is provided on a second location different from the first location. The second location is defined on at least one of the operating member and a surface of the base member.
