A normalizer () of the accent of accented speech modifies () the characteristics of input signals that represent the speech spoken in an individual voice with an accent to form output signals that represent the speech spoken in the same voice but with less or no accent.

Normalization of speech accent

When it is determined that a sample queue exceeds a first predefined level, samples being received from a IP switched network are modified such that samples are removed within the voiced region of the samples by removing whole pitch periods of samples. If the sample queue is below a second predefined number, additional samples are placed into the queue by analyzing voiced samples from the IP switched network and generating additional pitch periods of samples.

A plurality of Goertzel filters whose operating frequencies are distributed across the voice baseband are used to detect voice and control tones in a signal. Filters operating at frequencies of control tones and detecting that most of the signal energy occurs at those frequencies indicates presence of the control tones. At least three of the filters detecting that about 10% to 20% of the signal energy occurs at each of their operating frequencies indicate presence of voice. The total energy detected in the signal being below a noise threshold indicates presence of noise or silence.

Performing tone detection by (1) creating a search engine for every period of all possible tones, (2) applying the search engines on one period of the unknown tone, (3) eliminating the search engines that did not match the period of the unknown tone, (4) reapplying the remaining search engines, and (5) repeating (3) and (4) until the unknown tone can be identified as one of the possible tones based on the remaining search engines.
