A communication hub that controls access to a communication network over a communication path based on silence suppression. The communication hub comprises a silence suppression block, a call admission block, and a control system. The silence suppression block is configured to compute a silence suppression gain for an incoming call based on a silence suppression realized for the incoming call and a number of currently active calls. The call admission block is configured to control access to a communication network over a communication path based on the silence suppression gain for the incoming call. The control system is configured to determine a call type of the incoming call and control the silence suppression block and the call admission block.

The interface is configured to receive the call tone request message and transmit the continuity acknowledgment message and the call tones for the processor.

A communication network comprises a service layer, layer interface, and network layer to dynamically set-up a connection for a session. The service layer receives and processes a service request for a user system to generate and transfer a connection request. The connection request includes a connection identifier to correlate the connection with the session. The service-to-network layer interface receives and processes the connection request to generate and transfer the signaling messages that include the connection identifier. The network layer receives the signaling messages, and in response, dynamically establishes the connection. The connection is comprised of three segments that are established concurrently by the network layer.
