A small cell base station and method are disclosed for directing packets for the conversion of an internet protocol backhaul communications link into an RF transmit and simultaneously an RF receive signal into an internet protocol backhaul communications link between different air interface technologies. Packets are directed between licensed and unlicensed spectrum according to criteria that are implemented in algorithms running on electronic processors. The small cell base station includes a licensed spectrum baseband module that exchanges packets with the IP backhaul network, and an unlicensed spectrum baseband module that exchanges packets with the licensed spectrum baseband module but not with the IP backhaul network.

Unlicensed spectrum offload architecture for small-cell base stations

In one aspect, a wireless network management component can manage values for the generation of time to trigger parameters to handover requests between small cells and macro cells in a wireless network. In another aspect, a wireless management component can process various information to manage when handovers between small cells and macro cells should be disabled. In still another aspect, a wireless management component can process user equipment speed information and other network information to determine whether user equipment in communication with small cells should initiate a handover to macro cells.

High speed handovers in a wireless network

A system and related method for increasing or decreasing the range of a pico cell station. The system and method determine triggers for dynamic range change, measure operational conditions and make a change reactive to operational conditions. Range increase may be implemented to address a coverage hole. Range decrease may be implemented to address holdover attempts. Range changes are implemented by changing transmission power, reference signal received power and/or cell reselection thresholds.

It also tunnels 1&#xd7;RTT over LTE messages directly to the Convergence Server over SIP, Further, it enables distributed PN-FAP identification determination. A mobile management, entity is configured to maintain multiple 1&#xd7;CS IWS tunnels. Multiple 1&#xd7;CS IWS tunnels are established, by using the same S1 tunnel end point used in establishing a Borne evolved Node B Gateway of the HETNET. The HETNET is configured to provide a correct FAP identification to the convergence server so that handover preparation can be done.

Enabling eCSFB in HETNETs

Systems and method for allocation and optimization of sub-carriers by a plurality of cells based, at least in part, on aspects of user equipment utilizing the wireless communication network. A wireless network management component classifies user equipment with at least a portion of the wireless communication network as cell edge user equipment or cell central user equipment. Based on the classification of the user equipment, the management component determines resource requirements for the cells. The resource requirements can include the designation of sub-carriers as primary sub-carriers and associated power levels based on the designation for the group of cells in the wireless network. Additionally, each cell within the wireless network can utilize the designation of sub-carriers and association of power levels in configuring communications with user equipment.
