For a first candidate distribution, a base station may determine a first total throughput of communications between the base station and a user equipment device (UE). Then, the base station may determine that the first total throughput is higher than the second total throughput and may responsively configure MIMO service of the UE with MIMO communication on at least two layers distributed across one or more carriers in accordance with the first distribution.

A method and system to help facilitate efficient use of frequency spectrum. A base station will provide service on two carriers that partially overlap with each other in frequency. The invention is directed to methods and systems for maximizing bandwidth utilization. Once a mobile device has attempted to communicate data through an LTE-based wireless communications network, a carrier bandwidth of a carrier is determined. A standard cell structure is then selected based on the carrier bandwidth such that the standard cell structure is capable of operating at a larger bandwidth than the carrier bandwidth. One or more resource blocks are identified that are not needed to communicate data to and from the mobile device. These resource blocks are zero padded. An identification of these unused resource blocks is communicated to the master information block, which broadcasts this information to the mobile device.

Once a particular neighbor cell has been selected for traffic offload (i.e., handover of one or more wireless devices), the source cell uses the database to select which wireless devices should send measurement reports. Those wireless devices with channel conditions that are mapped in the database to the target cell's coverage are designated for possible selection. Among these wireless devices, either the wireless devices with the highest or lowest bitrate requirements are selected to provide measurement reports for the target cell.

In systems and methods of determining the availability of a radio access technology, a first message is received from a wireless device in communication with an access node using a first radio access technology, wherein the first message comprises a request of the availability of a second radio access technology at the access node. Based on the first message, an identifier of the wireless device and an identifier of the first access node are determined. Based on the access node identifier, it is identified whether the second radio access technology is available at the access node, and a second message is sent to the wireless device instructing the wireless device to scan for the second radio access technology when it is available.
