A user equipment (UE) receives a timing advance medium access control (MAC) control element. The UE applies a timing advance command of the timing advance MAC control element and to start or restart a time alignment timer. The UE releases physical uplink control channel (PUCCH) resources and releases any assignment sounding reference signal (SRS) resources, when the time alignment timer expires. The UE flushes hybrid automatic request (HARQ) buffers, when the time alignment timer expires or is stopped.

A method for performing random access in a wireless communication system is provided. The method includes transmitting a preamble for random access in uplink, receiving a random access response message including back-off information as a response to the preamble, and performing back-off using the back-off information when the random access has failed.

The present invention relates to a method for producing a core-shell structure including a CdSe core based on a glyme solvent. The method of the present invention enables the production of a core-shell structure including a CdSe core in a simple and economical manner. The present invention also relates to a core-shell structure including a CdSe core produced by the method. The core-shell structure of the present invention includes a large amount of CdSe and is uniform in size. A PDCP status report can be transmitted with reduced radio resources by transmitting the reception success or failure of a series of PDCP service data units (SDUs) in the form of a bitmap when configuring the PDCP status report. A PDCP control packet data unit (PDU) is generated to communicate a status report to a transmitting node for one or more PDCP SDUs transmitted from the transmitting node. The PDCP control PDU includes a data/control (D/C) bit field to indicate the PDCP control PDU is a control PDU, a control PDU type field to indicate a type of corresponding control information, a sequence number field to indicate a first missing PDCP SDU, and a bitmap field for a variable length bitmap. A bit in the variable length bitmap indicates whether a corresponding one of the one or more PDCP SDUs has been successfully been received.

A timer for processing data blocks is proposed for a receiver of a mobile communications system. If the timer is not running, the timer is started based a data block. The data block has a sequence number higher than a sequence number of another data block that was first expected to be received. If the timer is stopped or expires, the timer is based on a highest sequence number of a data block among data blocks that cannot be delivered to a higher entity. The timer can be used to prevent a stall condition in mobile communications.
