According to one embodiment, a client device includes a first rule storage unit, a first check execution unit, a user interface control unit, a request transmission unit, and a rule update unit. The rule update unit requests a server device to transmit a rule for updating the first rule storage unit on the basis of a predetermined trigger and updates the first rule storage unit by using the rule transmitted from the server device as a response to the request. The server device has a client rule generation unit. The client rule generation unit generates the client rule to transmit the generated client rule to the client device of a request source when a rule request is received from the rule update unit.

A client apparatus according to an embodiment includes a communication mode setup device, a communication pattern determination device, and a communication execution device. In a path determining section, an optimum path is calculated based on detection/storage information of a position detector, airport surface information storage section, aircraft information storage section and knowledge information storage section according to an instruction request from a request information input section of an aircraft and is indicated by a path indicator of the aircraft. Further, a collision determining section calculates the possibility of collision on the optimum path obtained in the path determining section according to the coordinates and traveling directions of all of the aircraft based on the above detection/storage information and a warning is indicated by a warning indicator of the aircraft. Further, a control operation determining section monitors the maneuvering control operation on the aircraft side, determines whether or not the maneuvering control operation is erroneous by referring to the optimum path and the possibility of collision, and if it is determined that the maneuvering control operation is erroneous, the control operation is left to the automatic control section and the aircraft is decelerated or stopped. As a result, it becomes possible to efficiently and safely guide the aircraft to a target point according to the request.

A plurality of control terminals are arranged to a plurality of control sections. Flight plan data of each control target aircraft is stored in a flight plan data management unit. The present positions of the control target aircraft are checked and acquired by an aircraft position information acquisition unit. The control states of the control target aircraft are managed by a control progress information management unit. The history of control of each control target aircraft is stored in a control progress information storage unit. A control target aircraft prediction unit predicts control target aircraft after a predetermined time on the basis of the control progress information and flight plan information. A control terminal assignment processing unit increases/decreases the number of control terminals on the basis of the prediction result and determines a control terminal for controlling control target aircraft. A data link transmission/reception unit forms a data link between the control target aircraft and the corresponding control terminal to assist transmission/reception of information. A control adjustment processing unit adjusts control progresses of the control terminals. With this arrangement, flexible traffic control can be performed in accordance with the traffic of control target aircraft.
