A radio base station in a first mobile communication system is disclosed. The radio base station includes a radio communication unit; a network communication unit; and a determining unit. If a massage received by the network communication unit from a switching station indicates that a mobile station is requesting a service which is not provided in the first mobile communication system but which is provided in, a second mobile communication system and it is determined by the determining unit that a handover to the second mobile communication system cannot be conducted, the network communication unit requests the switching station to release a connection with the mobile station. Then the radio communication unit reports to the mobile station that the connection should be released in accordance with an instruction from the switching station.

A radio control base station connected to a plurality of switching centers includes a capacity information receiving unit configured to receive capacity information from at least one of the plurality of switching centers, a load information receiving unit configured to receive load information from at least one of the plurality of switching centers, a selection ratio calculating unit configured to calculate a selection ratio for selecting a connection-target switching center to which a call from a mobile station is to be connected based on the received capacity information and the received load information, and a connection-target switching center determining unit configured to determine the connection-target switching center based on the calculated selection ratio.

A base station includes a connection processing unit that performs connection processes between user terminals registered in a user terminal registration unit and the base station, and between user terminals other than the user terminals registered in the user terminal registration unit and the base station; a resource amount measurement unit that measures an amount of resources utilized by the base station; and a call disconnection user terminal selecting unit that selects, when the resource amount measurement unit measures that the amount of the resources is greater than or equal to a predetermined threshold value, the user terminal for which a call is to be disconnected, among the user terminals other than the user terminals registered in the user terminal registration unit.
