The image encoding device includes: signal-to-signal predicting unitfor separating an intra-signal prediction residual signal obtained by performing difference processing between an input image signal and an intra-signal prediction signal into a reference signal and a signal to be predicted and calculating signal-to-signal prediction information used for performing signal-to-signal prediction on each pixel of the signal to be predicted corresponding to each pixel of the reference signal; and signal-to-signal compensating unitfor obtaining a signal-to-signal prediction signal of the region to be encoded from a decoded intra-signal prediction residual signal and the signal-to-signal prediction information from the signal-to-signal predicting unit, wherein each pixel of the signal to be predicted is encoded by performing orthogonal conversion, quantization, and encoding on the signal-to-signal prediction residual signal obtained by performing the difference processing between the intra-signal prediction residual signal and the signal-to-signal prediction signal.

The present invention provides a quantization control system for video coding, for optimizing bit allocation based on visual priority which expresses at high precision human visual characteristics for videos, thereby improving subjective image quality of the whole image even with a limited number of bits. An object is extracted from a picture of an input image (S) and a gaze parameter V(j) for the extracted object is calculated (S). Then, a texture attribute parameter t(k) of each macroblock included in the object is calculated (S). The gaze parameter V(j) and texture attribute parameter t(k) are used to calculate a visual priority parameter w(k) for each macroblock. Based on this parameter w(k), a quantization parameter is determined.
