Methods, systems, and devices for wireless communications are described. To communicate using non-restricted radio capabilities, a user equipment (UE) may transmit a UE capability message to a network (e.g., via a base station) that indicates a set of radio capabilities that the UE may use to communicate. The network may identify subscription information for the UE and may determine one or more restricted radio capabilities of the set of radio capabilities based on the subscription information for the UE. The network may transmit a message to the UE that includes a radio capability modification indication indicating the one or more restricted radio capabilities and a UE radio capability identifier corresponding to the subset of radio capabilities of the set of radio capabilities that are not restricted. The UE may receive the message, identify the restricted radio capabilities, and communicate with the network using the subset of non-restricted radio capabilities.

A method that may be performed by a user equipment (UE) includes sending a request to register for paging events in a registration request message to an access and management function (AMF) of a network of a first universal subscriber identifier module (USIM) of the UE; sending a paging public user identifier (PPUID) of the UE, in a protocol data unit (PDU) session, to a paging server via a network of a second USIM of the UE, wherein the paging server is associated with the network of the first USIM; and receiving a message associated with the first USIM via the PDU session or another PDU session via the network of the second USIM.

Example implementations include a method, apparatus, and computer-readable medium of wireless communication for a network node to transport signaling used to coordinate management of a RAN for local traffic between a first node and a UE across a wireless connection. The network node may establish a first wireless signaling connection between a first node and a second node. The network node may encapsulate or decapsulate traffic associated with a second wireless signaling connection within the first wireless signaling connection. The second wireless signaling connection corresponds to a non-F1 interface of a control plane or user plane network function that terminates at the first node. A method of wireless communication by a UE (user equipment) includes transmitting a list to an IMS (IP multimedia subsystem) service center. The list includes multiple mobile station international subscriber directory numbers (MSISDNs). The method also includes receiving a paging message indicating different causes for the paging message. A method of wireless communications by a network determines whether a call initiator is in a list received from a UE (user equipment) in response to receiving a mobile terminated call for the UE. The list comprises multiple mobile station international subscriber directory numbers (MSISDNs). The network also transmits a message to the UE indicating whether the mobile terminated call is from one of the MSISDNs in the list.

Various techniques and approaches described herein may be applied to control congestion at a session management (SM) function (SMF) based on at least one back-off timer maintained at a user equipment (UE). In an aspect of the disclosure, a method, a computer-readable medium, and an apparatus are provided. The apparatus may be a UE. The UE may be configured to establish a protocol data unit (PDU) session with a SMF. The UE may be configured to determine whether a back-off timer associated with the PDU session is terminated. The UE may refrain from sending, to the SMF, data over a control plane associated with the PDU session when the back-off timer is unterminated. The UE may send, to the SMF, the data over the control plane associated with the PDU session when the back-off timer is terminated.

Certain aspects of the subject matter described in this disclosure can be implemented in a method for wireless communication by a user equipment (UE). The method generally includes registering with a first public land mobile network (PLMN) of a first network operator in response to detection of an interruption event associated with a second PLMN of a second network operator; determining that the interruption event has ended; and taking one or more actions to communicate with the second PLMN in response to the ending of the interruption event, wherein taking the one or more actions to communicate with the second PLMN is based on a constraint associated with access attempts to the second PLMN.

Techniques for preventing overloading of public land mobile network (PLMN) subject to disaster

Methods, systems, and devices for wireless communications are described. A multicast architecture may support flexible change between unicast and multicast operations and may support additional traffic types (e.g., Internet Protocol and Ethernet traffic). For example, the multicast architecture may include transmitting data over a shared multicast radio bearer (MRB) and/or specific data radio bearers (DRBs), a multicast user plane function (UPF) for supplying the multicast data to a base station, multicast data from different radio access networks (RANs), protecting the multicast data through creating a group key, ciphering the multicast data sent on the MRB using the group key, and transitioning the multicast data from a source RAN to a target RAN.

Restricted access procedure

Methods, systems, and devices for wireless communications are described. A wireless communications entity, such as a user equipment (UE), a base station, a network core, or an application server, may identify a round-trip time (RTT) latency requirement that may pertain to a round-trip latency in wireless communications between the UE and the base station. The wireless communications entity may identify a one one-way directional delay budget that satisfies the RTT latency requirement for an application of an application server. The application server may be in communication with the UE via the base station. The wireless communications entity may modify a value of the one-way directional delay budget and transmit a message that is associated with the modified value of the one one-way directional delay budget.
