The apparatus includes: a storing means for splitting the image data supplied in units of precincts that are the set of lines to be a unit of processing for the line based wavelet transformation for every frequency component, and storing a plurality of precincts of image data for every frequency component; a packetizing means for reading and packetizing the plurality of the precincts of image data stored by the storing means for each of the frequency components; and a sending means for sending the plurality of the precincts of image data packetized by the packetizing means for each of the frequency components to the another device.

When loss of a packet is detected by the packet analysis section, a NACK production section produces a NACK packet for requesting for retransmission of the non-arriving packet whose packet information is registered in the NACK list.
