The microprocessor and the memory are configured to perform registering an information of a user, acquiring an information of a remaining battery capacity of a vehicle, predicting a possibility of a battery depletion of the vehicle based on the information of the remaining battery capacity, and transmitting a use request command for requesting the user to use the vehicle for charging a battery of the vehicle to a user terminal of the user based on the possibility of the battery depletion.
