The first configuration information is determined with reference to the first information. The UE determines whether to perform the SDT procedure in the inactive state according to the first configuration information. The UE, in response to determining to perform the SDT procedure in the inactive state, performs the SDT procedure in the inactive state according to the first configuration information.

(High frequency carriers and lower frequency carriers may be distinguished based on a frequency threshold.) Techniques discussed herein can facilitate inactive state transmissions for a Base Station (BS) via a 4-step or 2-step inactive state RACH process. One example aspect is a BS including communication circuitry and one or more processors communicatively coupled to the communication circuitry and configured to cause the BS to transmit a radio link quality threshold and an uplink data size for a Radio Resource Control (RRC) inactive data transmission. A user equipment (UE) device including an antenna, a memory, an RF circuitry commutatively coupled to the antenna, and a processor configured to perform operations is described. In an exemplary embodiment, the operations include receiving the one or more pre-configured grant (pre-CG) configurations for an RRC_INACTIVE state from a network node. The one or more pre-CG configurations are for an initial data transmission when the UE is in the RRC_INACTIVE state. The operations also include performing, while the UE is in the RRC_INACTIVE state, the initial data transmission using a pre-CG resource based on the received one or more pre-CG configurations. Each of the one or more pre-CG configurations includes a configuration of the pre-CG resource and one or more conditions to use the pre-CG resource. The one or more conditions to use the pre-CG resource include one or more of an access type, a transmission priority, a mapped Logical Channel (LCH)/Dedicated Radio Bearer (DRB)/Quality of Service (QoS) flow, and a valid timing advance (TA).

Methods and apparatus for inactive state initial uplink transmission using pre-configured grant at a user equipment in wireless communication

Methods and systems to enhance NR RACH procedure to accommodate non-terrestrial networks (NTN) are disclosed. The length of the RAR window may be extended. A NTN-RNTI associated with the time-frequency resources used for the PRACH preamble may be used to scramble the CRC of DCI used for downlink assignment in the RAR. The DCI content may include information on the associated PRACH preamble to assist the UE in distinguishing between RARs generated as a response to PRACH preambles transmitted by different UEs from different system frames. The NTN-RNTI may contain information on the system frames when the UE sends the PRACH preamble. The RA-RNTI associated with the time-frequency resources used for the PRACH preambles transmitted from different frames may be used to scramble different subsets of the CRC of the DCI format 1_0 to assist the UE in distinguishing between RARs generated in response to the different PRACH preambles.
