A surface treatment agent that comprises a fluoropolyether-group-containing polymer represented by general formula (1), which has a hydroxylated silyl group or a hydrolyzable silyl group, and/or a product of partial (hydrolytic) condensation of the polymer. This water-repellent, oil-repellent member is obtained via a method comprising: a step for wet-coating a substrate surface with a solution containing an organic silicon compound comprising multiple silanol groups and a solvent; a step for drying the solvent to form a primer layer; a step for wet-coating the primer layer with a solution containing a fluorine-containing compound and a solvent, followed by drying the solvent, or dry-coating with the fluorine-containing compound obtained by evaporating the solvent from the solution; and a step for curing the fluorine-containing compound to form a water-repellent, oil-repellent layer. The water-repellent, oil-repellent member is obtained by providing, on various substrates, a primer layer of a specific thickness containing, as a main component, an organic silicon compound comprising multiple silanol groups, followed by providing, on the primer layer, a water-repellent, oil-repellent layer of a specific thickness containing, as a main component, the cured fluorine-containing compound according to the above mentioned method. It is thus possible to stably and simply form a water-repellent, oil-repellent coating exhibiting superior abrasion resistance on various substrates, and the primer layer and water-repellent, oil-repellent layer can be applied using a room-temperature (25° C.) process.

This water-repellent, oil-repellent member is obtained via, inter alia, a method having: a step for wet-coating a substrate surface with a solution that contains a solvent and an organosilicon compound comprising multiple silanol groups in the molecule; a step for drying the solvent to form and laminate a primer layer on the substrate surface; a step for wet-coating the outer surface of the primer layer with a solution containing a hydrolyzable fluorine-containing compound and a solvent, and subsequently drying the solvent, or dry-coating the outer surface of the primer layer with a hydrolyzable fluorine-containing compound obtained by evaporating the solvent from the solution; and a step for curing the hydrolyzable fluorine-containing compound to form and laminate a water-repellent, oil-repellent layer on the outer surface of the primer layer. The water-repellent, oil-repellent member is obtained by providing, on various substrates: a primer layer of a specific thickness that contains, as a main component, an organosilicon compound having multiple silanol groups in the molecule; and, on the outer surface of the primer layer, a water-repellent, oil-repellent layer of a specific thickness that contains, as a main component, the cured hydrolyzable fluorine-containing compound. The water-repellent, oil-repellent member makes it possible for a water-repellent, oil-repellent coating exhibiting superior abrasion resistance and antistatic properties to be stably and straightforwardly formed on various substrates.

This fluorine-containing coating agent composition contains: (A) an organic silicon compound containing a hydrolyzable group or a hydroxy group modified by a fluorooxyalkylene group-containing polymer residue, and/or a partial (hydrolyzed) condensate thereof; and (B) an organic silicon compound containing a polyether group and a hydrolyzable group or a hydroxy group modified by a fluorooxyalkylene group-containing polymer residue, and/or a partial (hydrolyzed) condensate thereof, wherein the mixture mass ratio of component (A) and component (B) is 15:85-85:15. When the composition is applied as a surface treatment agent, the surface treatment agent containing the fluorine-containing coating agent composition can form a cured coating film which has excellent water repellency and oil repellency, and which has both excellent steel wool abrasion resistance and eraser rubber abrasion resistance.

Provided is a water-repellent member in which a silica layer having a specific thickness and mainly composed of silica nanoparticles is provided on the outer surfaces of various substrates, and then a water- and oil-repellent layer having a specific thickness and containing a cured product of a fluorine-containing organosilicon compound as a main component is provided on the outer surface of the silica layer. The water-repellent member is obtained by a method comprising: a step for wet coating a dispersion containing silica nanoparticles and a solvent onto the outer surface of a substrate; a step for drying and removing the solvent from the dispersion; a step for wet coating a solution containing a fluorine-containing organosilicon compound and a solvent onto the outer surface of a silica layer formed by drying and removing the solvent; and a step for drying and removing the solvent from the solution to cure the fluorine-containing organosilicon compound. According to the water-repellent member, a water- and oil-repellent coating having excellent abrasion resistance can be reliably and easily applied to various substrates.

A fluorochemical coating composition is provided comprising (A) a hydrolyzable group-containing silane modified with a fluorooxyalkylene-containing polymer and (B) a fluorooxyalkylene-containing polymer having an average molecular weight not higher than the average molecular weight of component (A) in a weight ratio (A)/(B) of 40/60 to 95/5. A fluoropolyether-containing polymer-modified silane having (1) is provided wherein Rf is a fluorooxyalkyl or fluorooxyalkylene-containing polymer residue, Y is a divalent to hexavalent hydrocarbon group, R is C-Calkyl or phenyl, X is a hydrolyzable group, n is an integer of 1 to 3, m is an integer of 1 to 5, and &#x3b1; is 1 or 2. A surface treating agent comprising the silane or partial hydrolytic condensate thereof cures under mild conditions into a water/oil repellent layer having abrasion resistance, weatherability and low dynamic friction. 

A water/oil repellent treatment agent which includes a specific polymer-modified silane having a fluorooxyalkylene structure on the main chain and a hydrolyzable group at the end of the molecular chain, and/or a partial (co)hydrolyzate/condensate thereof, has a percent weight loss following one hour of exposure at 250&#xb0; C. of 10% or less. The treatment forms a layer having excellent water and oil repellency, scuff resistance and mold release properties even when heated to 250&#xb0; C. or more.
