A method includes selecting a received signal strength threshold level for determining whether an uplink resource of a terminal device is allocated from a first frequency band or from a second frequency band, and wherein the first frequency band is for terminal devices having a received signal strength above the received signal strength threshold level and the second frequency band is for terminal devices having the received signal strength below the received signal strength threshold level; outputting the received signal strength threshold level to be broadcasted in a cell; acquiring received signal strength values measured for a plurality of terminal devices in the cell and further acquiring and at least one performance metric target; and changing the received signal strength threshold level on the basis of the measured received signal strength values and the at least one performance metric target.

Selecting uplink transmission band in wireless network

Inter-radio access technology (inter-RAT) load balancing under multi-carrier dynamic spectrum sharing (SS) context is provided. One method may include splitting shared radio-frequency resources into orthogonal resource pool shares. The method may include receiving a load metric for each of a plurality of radio access technologies. The method may include assigning, based on the load metric, one of the resource pool shares to each of the plurality of radio access technologies. In addition, the method may include dynamically adjusting a proportion of the assigned resource pool shares based on the load metric of each of the plurality of radio access technologies at corresponding carriers. The method may include assigning a primary carrier to a user equipment based on the load metric, the resource pool share, a coverage of the carriers' physical channels, and a type of multi-carrier operation for each of the plurality of radio access technologies.

Inter-radio access technology load balancing under multi-carrier dynamic spectrum sharing

A broadcast manager identifies a time interval that encompasses paging windows for a plurality of user equipment. The plurality of user equipment operate according to a plurality of discontinuous reception cycles that include sleep intervals separated by the paging windows. The broadcast manager generates messages for wireless transmission to the plurality of user equipment in corresponding paging windows during the time interval. The messages include information indicating a transmission time at which the plurality of user equipment are to receive broadcast or multicast data. The transmission time is subsequent to the time interval.

Broadcasting or multicasting to user equipment that use extended idle mode discontinuous reception

Various communication systems may benefit from improved signaling. For example, certain communication systems may benefit from improved signaling before network access is revoked through a citizens broadband radio service. A method may include receiving at a network entity from a citizens broadband radio service device a warning message. The warning message may include a drop time after which communication between a network and a user equipment using the citizens broadband radio service will terminate. The method may also include triggering the performing of an action based on the warning message by the network before the drop time.

Warning of spectrum access revocation

A node increments values of performance measurement (PM) counters to indicate characteristics of at least one unlicensed frequency band used for wireless communication during a first time interval. The node provides the values of the PM counters to a controller that is configured to aggregate the values of the PM counters for the node with values of PM counters for other nodes. A controller receives values of PM counters from a plurality of nodes to indicate characteristics of wireless communication by each of the plurality of nodes using the at least one unlicensed frequency band over the first time interval. The controller aggregates the values of the PM counters for the plurality of nodes and modifies a configuration of at least one of the plurality of nodes based on the aggregated values.

Performance measurement counters for unlicensed frequency bands

A node in a wireless communication system includes a transceiver to receive one or more configuration parameters to configure the node for communication in an unlicensed frequency band. The node also includes a processor to implement a state machine that transitions, based on the one or more configuration parameters, between an enable state in which the node supports wireless connectivity in the unlicensed frequency band, a disable state in which the node does not support wireless connectivity in the unlicensed frequency band, and a flywheel state in which the node supports wireless connectivity in the unlicensed frequency band for a predetermined time interval before transitioning to the disable state.

The base station includes a transceiver to detect a reference signal transmitted by one or more other base stations in one or more physical resource blocks. According to an example embodiment, a network element may address load capacity by identifying that a first network element (e.g., a femto) is operating at a threshold capacity. The present invention relates to a correlation module for correlating IP layer traffic and wireless layer network elements in a network. According to an example embodiment, the correlation module includes an RNC analyzer, a Gn snoop unit, and/or a mapping unit. The RNC analyzer is configured to collect wireless layer network element information from at least one RNC. The Gn snoop unit is configured to collect wireless layer network element information and IP layer traffic information from at least one Gn interface between a serving GPRS support node and a gateway GPRS support node. The mapping unit is configured to map the IP layer traffic and the wireless layer network elements in the network based on the collected IP layer traffic information and the collected wireless layer network element information. A method of correlating IP layer traffic and wireless layer network elements in a network is also disclosed.

Method and system for correlating IP layer traffic and wireless layer elements in a UMTS/GSM network

In a wireless telecommunications network, there is included: a macro cell () having a first coverage area; and at least one metro cell () having a second coverage area, the metro cell being located within the first coverage area of the macro cell. Suitably, the macro cell is configured to: determine whether or not the macro cell is congested; determine whether or not the metro cell is uncongested; and, if it is determined the macro cell is congested and that the metro cell is uncongested, then the macro cell determines that an attempted application of Cell Association Bias (CAB) for the metro cell is warranted. Suitably, if CAB is in fact applied, the macro cell also implements enhanced Inter Cell Interference Coordination (eICIC) using Almost Blank Subframes (ABS) and informs its other neighboring metro cells of this configuration.

A method of load-based billing for customers in a communication network, wherein each customer has a calling plan. The method comprises monitoring utilization of the network in real-time via a switching center in the network; detecting at the switching center a Usage Level Event based upon the occurrence of a predetermined event trigger; informing a usage level application of the Usage Level Event; recording at the usage level application the Usage Level Event; and determining at the usage level application whether action should be taken based upon the Usage Level Event. Method and apparatus for load-based billing in communication networks

A communication network is disclosed that uses voice authentication to provide call control. The communication network includes a call control function, a voice collection system, a voice authentication system, and a permission system. The voice collection system collects voice samples of a first party during the call to a second party, and transmits the collected voice samples to the voice authentication system. The voice authentication system compares the collected voice samples to stored voice samples to determine the identity of the first party. The permission system determines whether the first party is authorized for the call based on the identity of the first party. The permission system generates results based on the determination and transmits the results to the call control function. The call control function then processes the results, and interrupts the call if the first party is not authorized.
