A system of optimizing communications of a plurality of wireless mobile units over a ground coverage area includes a plurality of airborne wireless base stations each fixed over a designated portion of the ground coverage area. Each base station can be raised or lowered in in accordance with communications needs of the wireless mobile units registered with each base station. Each base station has at least one antenna that provides a coverage cone below the wireless base station and results in the designated coverage area having a ground size dependent upon altitude. A controller is adapted to receive parameters relating to the communications between the wireless mobile units and the wireless base stations and to determine a desired altitude for each of the wireless base stations to optimize the communications.

Systems and methods for creating a detector network across one or more existing communications systems. In one implementation, a system is provided. The system includes a plurality of hosts, each host hosting one or more detectors operable to detect an occurrence of an event, the hosts including functionality that is not related to the detectors and including communication functionality. The system also includes a management device for managing the detectors and one or more communications networks linking the detectors and the management device using the communication functionality of the respective host.

The base station can include multiple radio devices that can be configured to communicate with user devices using different protocols and different frequencies. The base station includes a backhaul interface to core networks that can also operate according to multiple protocols. The systems and methods provided herein, in an embodiment, provide for a backhaul and radio agnostic system where the picocell is highly configurable and can be used with a variety of different types of backhauls and radio devices. Remote monitoring and configuration of the device may be provided to reduce the cost of maintaining the picocell.

Systems and methods for controlling quality of service at picocells using agnostic platform

Systems and methods for real time allocation of radio devices in a femtocell that includes a plurality of software-defined radios (SDRs) are provided. The SDRs can be reconfigured in real time based on the changing network conditions and/or changes to contractual obligations of the femtocell provider. The femtocell can be reconfigured in real time either remotely from a network operations center (NOC) or the femtocell can be configured to automatically detect changing usage patterns and to automatically reconfigure the SDRs. The femtocell can also be configured to receive emergency override signals from the NOC to cause the femtocell to reconfigure one or more of the SDRs for use by emergency responders.
