An emulsion of an oily core material in a continuous aqueous phase containing a polymeric anionic emulsifier, a free radical addition polymerizable cationic monomer and a free-radical initiator is formed. Particles of the oily core material are enwrapped in a polymerizate of the cationic monomer produced by polymerization of the cationic monomer.
