A method and apparatus for defining access barring parameters in a communication network is provided. In a communication network that includes a base station in communication with multiple User Equipments, UEs. A number of UEs attempting to access the base station for a first time period is estimated. A barring factor is determined for a second time period based at least in part on the estimated number of UEs attempting to access the base station. The second time period is different than the first time period. A barring time is determined based at least in part on the determined barring factor for the second time period.

Normalized access barring

A method and system for controlling services received by a visiting subscriber to a visited network associated with a visited service provider are disclosed. According to one aspect, a request for the visiting subscriber to receive at least one service from the visited network is received at a node of the visited network. In response to the request, the visited network retrieves a quality of service to be afforded the visiting subscriber for each of the at least one service. The visited network determines whether to provide at least one of the at least one service to the visiting subscriber based at least in part on the quality of service and a current network load.

Inter-carrier differentiation using throughputs in wireless communication networks

Systems and methods provide for performing admission control in a communications network. The method includes: receiving a request for an entity or service for admission to the communications network; calculating resources, wherein the step of calculating resources includes: estimating a first future resource use for current entities and services in the communications network; and estimating a second future resource use for the entity or service received in the request; determining admission to the communications network of the received request based at least in part on the step of calculating resources; and using a partitionable booking window, if admission is allowed for the received request, for booking the first and second future resource uses based at least in part on the step of calculating resources.
