An NS-VC table may be constructed from information provided from a negotiations procedure or normal communications. The constructed NS-VC table allows for communications between the mobile communications architecture and the packet switched architecture, without requiring compatible utilization of UDP and IP.

A shaper and a scheduler are combined to determine a target tree and insert a tag into a data structure, wherein the tag is associated with a packet that has reached the head of line (HOL) of a queue in a packet router.
