The present disclosure describes systems and methods that facilitate the transfer rights associated with spectrum between parties. Access to spectrum for wireless communications may be transferred from a spectrum holder to a spectrum user while minimizing their role in submitting regulatory agency compliance filings. As a result, parties may transfer spectrum with relative ease, with faster transaction time and lower expense. This leads to more efficient use of the spectrum.

System and method for transferring spectrum use rights

A method for the transfer of rights associated with spectrum between parties in which spectrum is a tradable commodity. In one embodiment, data is received from a spectrum holder that defines a spectrum offering by frequency, time, and geographic area to identify available spectrum from the holder. A spectrum query that defines aspects of spectrum being sought by a spectrum user is also received and matched to one or more spectrum offerings. A transactional process is hosted by receiving a bid or rebid from the spectrum user for a matched spectrum offering and receiving a counteroffer from the spectrum holder that posted the matched spectrum offering. Each spectrum offering, bid, rebid, and counteroffer specifies price, frequency, time, and geographic area information in a standardized format to allow parties to market, locate, and transfer spectrum use rights with relative ease, faster transaction time, and lower expense.

Automated spectrum exchange system and method

The present disclosure describes systems and methods that facilitate the allocation of spectrum for wireless communications. A database may be maintained that includes spectrum that has been offered by spectrum holders for use by spectrum users. Portions of the offered spectrum that have been allocated to spectrum users may be identified, the remainder of the offered spectrum being unallocated spectrum. A request specifying aspects of desired spectrum may be received from a user. A lack of available spectrum from the offered spectrum that fulfills the specified aspects in the request may be identified. Unallocated spectrum from a corresponding spectrum offer may be apportioned to fulfill the request with unallocated spectrum that matches the time duration and the geographic area aspects of the request and that has a frequency range that is shifted from the frequency range of the request for at least a portion of the time duration.
