Disclosed is a method and system to help better manage resources when a mobile terminal is roaming while within a home-carrier coverage hole or while otherwise threshold close to home carrier coverage. In accordance with the disclosure, a mobile terminal's home carrier will determine that the mobile terminal is being served by a roaming carrier's cell site that is threshold close to a home carrier's cell site, and the home carrier will responsively assign to the mobile terminal an IP address that the home carrier is configured to block.

Methods for registering a first internet protocol version registration request and a second internet protocol version registration request in a single binding on a home agent are provided. In embodiments, entries are recognized as sharing common information in an IPv4 and IPv6 binding table. The entries with common information are combined into one binding. Through the combining of the bindings, the IPv4 and IPv6 sessions are combined into one session.

Methods and systems for efficient deployment of communication filters are presented. In an exemplary embodiment, a wireless communication device (WCD) attempts to register with a foreign agent and a home agent by using mobile IP. During this process, an authentication, authorization, and accounting (AAA) server receives a first message from the foreign agent, where the first message seeks to authenticate the WCD. The AAA server responds to the first message with a second message containing a filter to be applied to the WCD's communication. The AAA server than receives a third message containing the filter, and the AAA server responsively transmits a fourth message to the home agent, seeking to have the home agent apply the filter to the WCD's communication. In this way, communications between the home agent and the AAA server can be reduced because the home agent only communicates with the AAA server if the WCD is subject to a filter.
