Provided are a system for implementing multiple Radio Access Networks (RANs) convergence and a method thereof. The method includes: an anchor RAN establishes a connection with a User Equipment (UE); the anchor receives a RAB establishment request from a Core Network (CN); the anchor RAN selects an auxiliary RAN; the anchor RAN sends quality of service (QoS) parameters to the auxiliary RAN, so that the auxiliary RAN establishes a connection with the UE according to the QoS parameters, while the anchor RAN keep the connection with the UE. With the methods provided in embodiments for the present disclosure, multiple RANs convergence is implemented, and the UE establishes connections with the anchor RAN and the auxiliary RAN at the same time, so as to improve the peak rate of the UE.

This application provides a cell determining method, a terminal device, and a network device. The method includes: obtaining, by a terminal device, service capability information of at least one cell, where the service capability information includes slice information and/or service information; and determining, by the terminal device based on the service capability information and a service requirement of the terminal device, a first cell in the at least one cell as a cell to be camped on, where the first cell is a cell, in the at least one cell, that supports at least one service of the terminal device. According to the cell determining method, the terminal device, and the network device in this application, the terminal device can camp on a suitable cell.

Embodiments of the present invention provide a method and apparatus for adjusting physical resource, where the method includes: collecting load information of a control plane CP and a user plane UP, and calculating, according to the corresponding load information, to obtain a load of the CP and a load of the UP; calculating a quantity of to-be-adjusted physical resources in the case that the load of the CP and the load of the UP meet a preset balancing adjustment condition; and adjusting physical resources of the CP and the UP according to the quantity of to-be-adjusted physical resources. By means of the present invention, a physical resource can be adjusted and allocated automatically according to load statuses of a CP and a UP, so that balancing a load of a device, promoting usage of the device, and reducing a possibility that the CP and the UP are overloaded.
