The present invention provides a method of scheduling uplink transmissions from at least one access terminal to an access network. The method includes estimating, at the access network, at least one signal-to-noise ratio associated with each access terminal and determining, at the access network, a format for the packet based upon the estimated signal-to-noise ratio. The method also includes ranking access terminals and allocating, at the access network, resources to access terminals for transmission based on each access terminal's priority and the determined format of the packet and transmitting, from the access network, information indicative of the resources allocated to each access terminal.

A wireless communication system () includes a call admission module () that determines whether to admit a new call based upon a flow of the new call. In a disclosed example, the call admission module () predicts a loading of a sector resulting from admission of the new flow. Provided that the new flow will fit within a sector capacity or there are sufficient resources that can be reallocated within the sector to accommodate the new flow and satisfy quality of service requirements for the new flow and existing flows, the new call will be admitted.

In one embodiment, a transmission resource for transmitting data from a number of applications in a multiple carrier communication system is managed. In this embodiment, an aggregate transmission resource available to the number of applications is determined, and the determined aggregated transmission resource is distributed to each carrier based on a load on each carrier. In another embodiment a potential transmission resource for each application on each carrier is determined, and a carrier transmission resource for each carrier is determined based on the determined potential transmission resource for each application on the carrier. The present invention provides a method and an apparatus for controlling transmission power of a wireless unit. The method includes providing a power control in a reverse link to a network that transmits data on a traffic channel in a bursty manner based on a performance metric of a channel with continuous transmission of other data than on the traffic channel. To provide a power control in a reverse link of a spread-spectrum wireless data network a method and an apparatus are provided for combining performance of a quality of service from at least one of a first quality feedback channel and a second quality feedback channel with that of a pilot channel and providing an outer-loop power control in said reverse link for a wireless communication on a traffic channel based on said combined performance of the quality of service to control transmission power of a wireless unit. A quality of service metric may be associated with one or more channels of the reverse link to determine performance of such a channel when transmission of data on a traffic channel is bursty in nature. Using a performance metric, such as a quality of service metric of a pilot channel, a power control in the reverse link may be provided when data is not transmitted on the traffic channel, e.g., in a bursty traffic channel to control transmission power of a wireless unit. In this manner, the transmission power of the wireless unit may be controlled based on an outer-loop power control that provides a continuous control for a non-continuous transmission.

In the method, an average user throughout over all active users is computed, and each user's user perceived throughput is compared against the computed average throughout. Based on the comparison, the scheduling of the plurality of users is prioritized. In an embodiment, a priority adjustment factor is applied to each user to prioritize the scheduling of users to receive a data transmission. The priority adjustment factor is determined based in part on an update function. The update function is proportional to a calculated difference between each user's user perceived throughput and the average user throughput. Based on the sign of the update function, the priority adjustment factor is either incremented or decremented, and hence, prioritization of users is ordered. The output of the scheduler is user identifying information that informs the base station to transmit data in a current time slot to the identified user determined as the highest priority user by the scheduling method.
