Policies that govern allocation of spectrum access credentials are established. The policies are configured to implement regulatory rules governing spectrum use in a geographic area. Policy establishment includes selecting, from a collection of predetermined general policy constructs that are generic to plural regulatory domains, general policy constructs to transform into protection instances. Policy parameter inputs are applied to policy parameter fields of the selected general policy constructs to establish the protection instances, the protection instances specify how regulatory rules are applied in the geographic area. Protection data values are applied to protection data fields of the protection instances to create instances of policies that are specific to the geographic area according to incumbent spectrum use in the geographic area.

System and method for spectrum sharing management using dynamic spectrum policy enforcement

Granting interference rights to a secondary spectrum user that has a need for spectrum access to carry out wireless communications includes receiving a spectrum access request from the secondary user and determining a primary user that has a protected use area that overlaps with a secondary use area of the secondary user. A quantified predicted amount of interference that operation of the secondary user has on the primary channel of the primary user is determined and spectrum access to a primary channel of the primary user under interference rights is authorized if the quantified predicted amount of interference has less than a predetermined amount of effect on the primary channel of the primary user. The contour separation distance is a function of a minimum separation distance from protected areas of primary radio devices and an accuracy variance for the secondary radio device. If a distance between a contour of a protected area for a primary radio device and the reported location for the secondary radio device is less than the contour separation distance, a channel used by the primary radio device is not available for use by the secondary radio device for wireless communications. Otherwise the channel used by the primary radio device is available for use by the secondary radio device for wireless communications.

The wireless device acquires information from the servers about available networks at a current location of the wireless device. The elapsing of the re-request duration serves as a command to the radio device to transmit a new channel request to the central control system.

Disclosed are techniques for managing situations where spectrum use by one party is preempted by spectrum needs of another party. A revocation may be sent from a spectrum management system to secondary radio systems that are impacted by the presence of priority radio system. Remedial action may be taken if an acknowledgement of the revocation message is not received from a secondary radio system. Also, the secondary radio systems may transmit keep-alive messages to monitor operation of the communication pathway for the revocation messages.
