An illustrative adaptive radio communications system comprises a cluster of waveform and application processor entities coupled and a plurality of transceivers. The transceivers convert radio frequency (RF) signals into digital in-phase and quadrature (I/Q) data, which is sent to the waveform processor entities via a network fabric. The waveform processor entities perform low-level waveform processing and the application processor entities perform high-level, distributed signal processing. The system and related methods are capable of processing multiple programmable waveforms of varying complexity.

A system for maximizing the value of allocation of processes to resources within an operational system includes a capability engine responsive to data representing measures of effectiveness and associated measures of performance, one or more operational objectives, and failure modes of the operational system and configured to generate workload requirements and an operational event timeline. A coarse-grained allocation engine is responsive to the workload requirements and the operational event timeline and is configured to generate a coarse-grained resource lineup and an operational value. A fine-grained optimization engine is responsive to the coarse-grained resource lineup and the operational value and is configured to generate a fine-grained resource lineup, a maximized operational value, and a total resource utilization.

Methods and apparatus for identifying a plurality of contacts from a signal return, defining a zone containing a number of contacts from the plurality of contacts, determining a centroid for the contacts in the zone, and tracking the contacts in the zone as a single contact based on the centroid.
