A system includes a gas turbine system model configured to model a turbine system operational behavior of a gas turbine system, and a shaft contribution model (SCM) including a bottoming cycle performance (BCP) model configured to model a bottoming cycle behavior of a bottoming cycle system. The method can include receiving a sensor channel closeness signal for two or more redundant sensors, receiving a spike confidence signal for at least one of the two or more redundant sensors, receiving a spike duration signal for the at least one of the two or more redundant sensors, determining a shift confidence based at least in part on the received sensor channel closeness signal, the received spike confidence signal, and the received spike duration signal, and outputting the shift confidence.
