In LTE a measurement configuration message, which instructs a terminal () on when to transmit a measurement report, is per frequency carrier dependent. A measurement object configuration for 5G/NR wireless communication is provided which is independent of carrier frequency, allowing multiple measurement objects to be configured for one particular carrier frequency. Each measurement object can be defined over a particular time duration (T, T, T), frequency range, time/frequency grid, beam, and/or a particular frequency carrier (Layer 1, Layer 2) in order to satisfy various requirements on RRM measurement of NR. Thus, for a particular terminal () and a particular carrier frequency, a base station () can define multiple measurement objects over different time/frequency grids.

A buffer status reporting scheme for a terminal () wishing to transmit data simultaneously in multiple RATs of a wireless communication network, which enables the co-ordination of multiple base stations () of different RATs (e.g. LTE eNB, UMTS base station, WiFi access point, etc.) with the assistance of the terminal () in order to achieve efficient radio resource scheduling for multi-RAT multi-flow aggregation in uplink. A radio bearer is configured for multi-RAT multi-flow aggregation by the network, and multiple logical channel IDs are assigned to this RB that may be associated with different RATs. Logical channels associated with a certain RAT (or a given set of RATs) may be grouped into one logical channel group for radio resource scheduling reason. The terminal () performs buffer status reporting, according to the configuration, on all involved RATs and sends reports/indications to one or more involved base stations ().

Wireless communication in multi-rat system

A data signal is transmitted in a wireless communication system from a primary station to a secondary station. The data signal comprising a medium access control header (MAC-hs header) and a protocol data unit associated with the medium access control header. An access method of a device () such as an MTC device to a network () which allows the transmission of small data packets without the need to read all the System Information normally required to make an initial network access. The method may further include detecting multiple change flags associated with the multiple SIB blocks, each of the multiple change flags associated with one of the multiple SIB blocks. In response to detecting a change flag having a first change flag value, content of the SIB block associated with the first change flag may be reused. The first change flag value may represent an absence of a change to the content of the SIB block associated with the first change flag. The second change flag value may represent a change to the content of the associated SIB blocks.

A method is provided for managing a wireless network traffic by comprising designating a first resource block of a first base station for access by a random access channel (RACH). The method additionally comprises designating a first plurality of random access subframes associated with the first resource block for access by a user-over-control plane message, and receiving a random access signal at the first base station over a subframe from an endpoint. The random access signal is received on the RACH using a wireless network and is attempting to access one of the first plurality of designated random access subframes. The invention provides for association of data streams (and/or logical channels) with individual carriers (cells), and independent buffer status reporting per carrier for terminals with more than one uplink carrier configured. In a 'Small Cell' scenario for 3GPP LTE, a terminal may be simultaneously served by a macro cell and one or more small cells. These may operate at different frequencies, have different traffic loading and support different QoS (Quality of Service). The invention allows independent control of traffic on the uplinks to the macro cell and the small cells, which can be used to optimize the user experience in relation to the available resources at any given time/location, and allows particular data to be routed via particular cells.
