A method and apparatus for video coding system that utilizes low-latency template-matching motion-vector refinement are disclosed. According to this method, a current template for a current block is determined, where the current template includes an inside current template including inside prediction samples or inside partially reconstructed samples inside the current block. The inside partially reconstructed samples are derived by adding a DC value of the current block to the inside prediction samples. Corresponding candidate reference templates associated with the current block are determined at a set of candidate locations. A location of a target reference template among the candidate reference templates that achieves a best match between the current template and the candidate reference templates is determined. An initial motion vector (MV) is then refined according to the location of the target reference template.

Method and apparatus for low-latency template matching in video coding system

Method and apparatus for template matching with a determined area are disclosed. According to this method, a current template comprising current neighbouring pixels on an above side of the current block, on a left side of the current block, or a combination thereof for a current block is received. An area in a reference picture is then determined, where the reference picture corresponds to a previously coded picture. A matching result between a restricted reference template of a reference block and the current template is then determined, wherein the restricted reference template is generating by using only neighbouring reference pixels of a reference template inside the determined area, the reference template has a same shape as the current template, and a location of the reference template is determined according to a target motion vector (MV) from the current template.

Method and apparatus for hardware-friendly template matching in video coding system

A method and apparatus for video coding using a coding mode belonging to a mode group comprising an Intra Block Copy (IBC) mode and an Intra mode are disclosed. According to the present invention, for both IBC and Intra mode, a same default scaling matrix is used to derive the scaling matrix for a current block. In another embodiment, for the current block with block size of M×N or N×M, and M greater than N, a target scaling matrix is derived from an M×M scaling matrix by down-sampling the M×M scaling matrix to an M×N or N×M scaling matrix.

Method and apparatus of the quantization matrix computation and representation for video coding

A down-sample video coding system is provided. A decoding system receives to be decoded data from a bitstream for one or more pictures of a video. Each picture includes pixels having different color components. The decoding system receives up-down-sampling parameters that are applicable to a current video unit in the received data. The up-down-sampling parameters include different subsets for different color components. The decoding system decodes the data to reconstruct the current video unit. The decoding system up-samples the reconstructed current video unit according to the up-down-sampling parameters. The different color components of the current video unit are up-sampled according to different subsets of the up-down-sampling parameters.

Color component processing in down-sample video coding

Encoding methods and apparatuses include receiving input video data of a current block in a current picture and applying a Cross-Component Adaptive Loop Filter (CCALF) processing on the current block based on cross-component filter coefficients to refine chroma components of the current block according to luma sample values. Methods and apparatuses of syntax signaling constraint for cross-component adaptive loop filter in video coding system

Method and apparatus for signaling or parsing constrained active entries in reference picture lists for multi-layer coding are disclosed. For the decoder side, when the current picture is a RADL (Random Access Decodable Leading) picture, reference picture list 0 or reference picture list 1 of the current picture is mandatorily required to contain no active entry corresponding to a RASL (Random Access Skipped Leading) picture with pps_mixed_nalu_types_in_pic_flag equal to 0 or a picture that precedes an associated IRAP (Intra Random Access Point) picture in decoding order, and wherein an active entry in the reference picture list 0 or the reference picture list 1 of the RADL picture can refer to a RASL picture with the pps_mixed_nalu_types_in_pic_flag equal to 1 and a referenced RASL picture either belongs to the same layer or a different layer than a layer containing the current picture which is the RADL picture.

Method and apparatus for video coding with constraints on reference picture lists of a RADL picture

A method for performing transform skip mode (TSM) in a video decoder is provided. A video decoder receives data from a bitstream to be decoded as a plurality of video pictures. The video decoder parses the bitstream for a first syntax element in a sequence parameter set (SPS) of a current sequence of video pictures. When the first syntax element indicates that transform skip mode is allowed for the current sequence of video pictures and when transform skip mode is used for a current block in a current picture of the current sequence, the video decoder reconstructs the current block by using quantized residual signals that are not transformed.

Signaling coding of transform-skipped blocks

A video coding method using inter-layer prediction or referencing is provided. A video decoder receives data from a bitstream carrying data for video pictures in a plurality of different layers. At least one of the plurality of layers comprises temporal sublayers that correspond to levels in a hierarchical temporal prediction structure. Each temporal sublayer is associated with a temporal identifier. The video decoder receives an inter-layer prediction constraint parameter constraining a maximum temporal sublayer used in inter-layer prediction. The video decoder reconstructs a first picture in a first layer by referencing data of a second picture in a second layer. A temporal identifier of the referenced data satisfies the received inter-layer prediction constraint parameter.

Constraints for inter-layer referencing

A method and apparatus for video coding utilizing a current block, a maximum side of the transform block of the current block corresponds to 64. A scaling matrix is derived from elements of an 8&#xd7;8 base scaling matrix, where the elements in a bottom-right 4&#xd7;4 region of the 8&#xd7;8 base scaling matrix are skipped, either not signaled or set to zero. According to another method, a current block belongs to a current picture in a first color format that has only a first color component. A first scaling matrix is signaled at the video encoder side or parsed at the video decoder side for the first color component of the current block. Signaling any second scaling matrix is disabled at the video encoder side or parsing any second scaling matrix is disabled at the video decoder side for a second or third color component of the current block.

Methods and apparatus for video coding are disclosed. According to one method, a bitstream is generated or received, where the bitstream includes a first syntax and a second syntax. The first syntax is related to a target number of bits used to represent a set of third syntaxes and each third syntax specifies one subpicture ID for one subpicture in a set of subpictures. The second syntax is related to a total number of subpictures in the set of subpicture, where a first number that can be represented by the target number of bits is equal to or greater than the total number of subpictures. According to another method, the subpicture ID syntaxes have different values for different subpictures.

Method and apparatus of signaling subpicture information in video coding

Method and apparatus of coding a video sequence, are disclosed. According to the method, a bitstream corresponding to encoded data of the video sequence is generated at an encoder side or received at a decoder side, where the bitstream complies with a bitstream conformance that one or more constraints are satisfied. The constraints are related to a set of RPR (Reference Picture Resampling) parameters including scaling window width or height of a current picture, scaling window width or height of a reference picture, current picture width or height, and maximum picture width or height specified for the video sequence. Scaling information for the RPR mode is derived using the set of RPR parameters. A target picture of the video sequence is then encoded at the encoder side or decoded at the decoder side by utilizing the scaling information when the RPR mode is enabled for the target picture.

Method and apparatus of scaling window constraint for worst case bandwidth consideration for reference picture resampling in video coding

Encoding methods and apparatuses include applying a Cross-Component Adaptive Loop Filter (CCALF) processing on a current picture based on CCALF coefficients signaled in one or more Adaptive Loop Filter (ALF) Adaptation Parameter Sets (APSs) to refine one or more chroma components according to a luma component, signaling two ALF signal flags and two CCALF signal flags in each ALF APS or parsing two ALF signal flags and two CCALF signal flags from each ALF APS, and encoding or decoding the current picture. Values of the two ALF signal flags and the two CCALF signal flags in each ALF APS are not all equal to 0 to ensure none of the ALF APS is an empty APS.

A method for signaling scaling matrices for transform coefficient quantization is provided. A video decoder receives data from a bitstream to be decoded as a current picture of a video. The video decoder determines a plurality of scaling matrices that are used to code the current picture, wherein a first scaling matrix of the plurality of scaling matrices is determined by referencing a previously determined second scaling matrix of the plurality of scaling matrices. The video decoder dequantizes transform coefficients of transform blocks of the current picture by using the determined plurality of scaling matrices. The video decoder reconstructs the current picture by using the dequantized transform coefficients.

Signaling of quantization matrices

A method and apparatus for video encoding using improved last significant coefficient coding are disclosed. According to the present invention, a location of last significant coefficient in the transform block is encoded to generate one or more syntax elements and a maximum value of the syntax elements is dependent on a block size of the transform block and a zero-out threshold, where coefficients of the transform block with coordinates greater than the zero-out threshold are set to zero. A method and apparatus for video decoding using improved last significant coefficient coding are also disclosed.
