A hierarchical protocol classification and signaling method specifies the interworking protocols used to send circuit-switched signaling messages to and from a mobile terminal in a packet-switched network. A set of possible interworking protocols are divided into two more classes that correspond to different types of interworking protocols. Within each class, different versions of the interworking protocol are specified by a revision value. The versions of the interworking protocols within a given class are may be denominated such that the versions with a higher revision value are backward compatible with versions having a lower value. When a circuit services domain message is sent from a sending device to a receiving device, an interworking option specifying the class/revision of the interworking protocol is transmitted along with circuit services domain messages. The interworking option may be inserted into the header of a tunneling packet containing the circuit services domain message.

A Machine-to-Machine (M2M) services enablement architecture () for a cellular Access Network (AN) () that allows the cellular AN operator to not only deploy its M2M Services Capabilities (SC) as an M2M SC Server () within its network domain, but to also use its M2M SC to work as an M2M SC Proxy () when communicating with an M2M Service Provider (SP) network () that also deploys an M2M SC Server (). The M2M SC Proxy in the cellular AN relays all signaling plane communications between an M2M device's/gateway's SC () and the SP's M2M SC Server. The M2M SC Proxy provides the cellular AN with an access to all of the Across-Layers (Transport and Service Layers) information needed for the M2M services enablement in the cellular AN. This proxy-based solution allows the cellular AN to serve all types of M2M SPs, and relieves the M2M SP from the need to support different cellular AN interworking interfaces.

A machine-to-machine application server may provide a machine-to-machine application. A machine-to-machine application identification from a machine-to-machine service device may be provided at the machine-to-machine application server. The machine-to-machine application identification may identify a machine-to-machine application provided by the machine-to-machine application server, and the machine-to-machine application identification may identify a communication path between the wireless device and the machine-to-machine application server. Service may be provided according to the machine-to-machine application from the machine-to-machine application server to the machine-to-machine service device using the machine-to-machine application identification to identify the communications path between the machine-to-machine application server and the machine-to-machine service device.

Methods of operating networks, application servers, and wireless devices supporting machine-to-machine applications

A method for allowing distribution of congestion-related information between a cellular communication system supporting circuit-switched services and a cellular communication system supporting packet-switched services. A message destined for the packet-switched communication system is identified at the circuit-switched communication system, and congestion-related information, indicating the present congestion status of the circuit-switched communication network is included into the message. The message is then forwarded to a network node of the packet-switched communication system, where either a user equipment or the network node of the first cellular communication system can control Circuit-switched Fallback (CSFB) attempts towards the second communication system on the basis of the congestion-related information prior to having to initiate any access signaling associated with the CSFB attempts.

Method and apparatus for congestion control for inter-working communication networks

Methods, apparatus, and systems for measuring, on a per-QoS-class basis, the average number of user devices active on the uplink of a wireless communication system are disclosed. In an exemplary method, a number of mobile terminals with buffered data for transmission to a base station is estimated based on received buffer status reports. An estimated quantity of active mobile terminals is calculated, based on the received buffer status reports and a number of mobile terminals for which a semi-persistent scheduling grant has been granted. In some embodiments, the estimated quantity of active mobile terminals is estimated on a per-traffic-class basis, in which case the technique includes calculating first and second estimated quantities, corresponding to mobile terminals having active data bearers for first and second traffic classes, respectively, based on the received buffer status reports and the number of mobile terminals for which a semi-persistent scheduling grant has been granted.

Method and apparatus for measurement of active user devices per quality-of-service class indicator

A congestion indication is introduced to indicate the congestion status of the circuit-switched network to a packet-switched network, such as an LTE network. The congestion indication is transmitted from an interworking function in the circuit-switched network to the LTE network. The congestion indication and/or other congestion information is transmitted with a circuit services signaling message that is otherwise being sent. Piggy-backing the congestion information with other circuit services signaling messages reduces the amount of signaling over the LTE network.

Congestion control for interworking between networks

A method for introducing hysteresis into a hard handoff decision in code division multiple access (CDMA) communications following an initial hard handoff is provided. The method introduces hysteresis when it is determined that the communicating mobile station system clock is slewing. The slewing determination follows from a calculation of the rate of change in the round trip delay (RTD) in communications with the mobile station. A calculated RTD rate of change is compared with a RTD slewing threshold, where the RTD threshold is the assumed slew rate of the mobile station. Hard handoffs are suspended as long as the calculated RTD rate of change exceeds the RTD slewing threshold. A system and apparatus to implement the above-described method are also provided.
