An encoding method includes encoding moving image; determining whether an information amount of the encoded moving image data in units of a picture satisfies a threshold to control a virtual buffer obtained by virtually modeling a reception buffer of a decoding device that is a transmission destination of the encoded moving image data; and setting, by dividing a picture included in the encoded moving image data, a decoding time for each divided picture to cause the decoding device to decode each divided picture when the determining determines the information amount of the encoded moving image does not satisfy the threshold to control the virtual buffer.

Encoding method, decoding method, encoder, and decoder

An encoding circuit () encodes an input image. A thinning-out decision unit () determines whether or not a picture needs to be thinned out. A dummy picture storage device () stores a dummy picture. A dummy picture is encoded data in which all the blocks refer to the same picture, motion vectors of all the blocks are zero, and none of the blocks has prediction residual information. A reference picture selection unit () selects a reference picture from among a plurality of referenceable pictures. A header generating unit () generates a header to be added to a dummy picture. In the header, the selected reference picture is assigned to an index specifying a reference picture for the dummy picture.

A coding apparatus is for performing a deblocking filter process by dividing input moving image data into frames, and coding the moving image data by dividing the frames into macroblock lines and by shifting and changing, for each frame, a refresh area in which an amount of coding information allocated to a specific macroblock line is larger than that of another macroblock line.
