A video storage type communication device with a receiving portion and a transmitting portion transmits and receives video data over a communication network to and from each terminal -n. A coded video data received from terminals -n is stored as it is in a first storage portion and, at the same time, the data converted into specially reproducible video information is stored in the second storage portion At the time of reproducing, the reproduction control portion controls the reproduction selector switch to obtain the video data from the first storage portion or the second storage portion changing the reproduction mode from ordinary to the rapid forwarding/reversing and vice versa. In a video-coding and video-decoding device, motion-compensated interframe prediction is achieved by determining motion vectors of respective pixels according to representative motion vectors with weighting, and determining accurate motion vectors between video frames, dividing each frame into areas optimal to an objective figure, size and location and performing effective encoding and decoding of the motion vectors. According to the invention a motion-compensated interframe predicting portion generates a predicted video-frame by varying codable area according to a reference video-frame received from a frame memory portion and an input video frame and obtains side-information. A motion vector searching portion searches a motion vector. An effective-area selecting portion selects a valid or invalid mask depending upon a position of a processable object, divides a processable area of the input video frame into suitable areas, a variable-area predicted-frame generating portion generates a predicted frame by affine transformation and translational displacement. An area-diving pattern deciding portion outputs side-information such as the predicted image, motion vectors and divided areas, a side-information coding portion encodes an additional motion vector as a difference from an average basic-motion vector or predictively encodes a motion vector from a median value of three neighboring motion-vectors. A difference between the input video-frame and the predicted video-frame from the predicting portion is encoded, transferred and stored.

A video storage type communication device 30 with a receiving portion 35 and a transmitting portion 38 transmits and receives video data over a communication network 10 to and from each terminal l-n. A coded video data received from terminals l-n is stored as it is in a first storage portion 32 and, at the same time, the data converted into specially reproducible video information is stored in the second storage portion 33. At the time of reproducing, the reproduction control portion 35 controls the reproduction selector switch 36 to obtain the video data from the first storage portion 32 or the second storage portion 33, changing the reproduction mode from ordinary to the rapid forwarding/reversing and vice versa. The specially reproducible video generating portion 34 successively restores coded video data received through the receiving portion 31, encodes again the restored data by intraframe, interframe or still-picture coding method to generate video information to be reproducible in special mode such as reproduction by rapid forwarding or reversing.

A video storage type communication device stores video data received from a terminal and reproduces required video information by rapid forwarding or reversing at any desired frame rate at the terminal independent of the terminal specification. A video storage type communication device includes a transmitting portion for transmitting video data and a receiving portion for receiving video data over a communication line. A video storage portion stores received video data. A communication control portion carries out video communication by controlling the above-mentioned portions. A refresh image detecting portion judges, from the received video data, whether the received video data is a refresh image. A storage control portion adds inter-frame or intra-frame prediction coded information to the received video data in accordance with the determination by the refresh image detecting portion and stores the received video data in the video storage portion. A terminal control portion sends at a desired interval a request for updating a display image through the communication control portion to a terminal during storing of video information.
