A hardware configuration suited for a digital video and audio signal broadcast system such as a near-video on-demand apparatus (NVOD apparatus) includes a compilation unit, a play-out unit, a transmission unit, and a subscriber unit. The compilation unit stores several weeks to several months worth of the video and audio signals obtained by reproducing, compressing, encoding, and editing the broadcast stock according to a long term broadcast schedule of several weeks to several months. The play-out unit stores the video and audio signals stored in the compilation unit for several days to several weeks according to a broadcast schedule of several days to several weeks, reproduces the video and audio signals which become necessary for the real time broadcast, and adds a time difference to these video and audio signals distributed to a plurality of channels. The transmission unit transmits the plurality of channels worth of the video and audio signals given the time difference at the play-out unit to a subscriber unit.

A disc control apparatus handles an even number of disc-shaped recording mediums run in rotation at a constant angular velocity and to which addresses are accorded for incrementing from an inner disc rim side or from an outer disc rim side. A data transmission apparatus suitable for use for a VOD system etc. able to supply program data in response to a request made at any time. In the data transmission apparatus (1) of the present invention, the video data to be supplied is first transferred to a high speed accessible recording apparatus in the transmitter (10.sub.-i). This recording apparatus for example performs high speed access in less than a fraction of the real time of the video data and reproduces several locations predetermined time intervals apart simultaneously. At this time, preferably an error correction code is pre-recorded at the time of recording in the recording apparatus. By this, it is possible to provide a data transmission apparatus in which desired data can be transmitted from the recording apparatus in which individual data are recorded with a variable data rate in parallel at a high speed, a variety of programs can be recorded with a good efficiency, and no deterioration occurs in the picture.

The offset-sampled color signals reproduced from VTRs are supplied to the switching circuit. The offset-sampled color signals selected by the switching circuit are supplied to a special effect applying apparatus, and the processed color signals are supplied to the switching circuit. The offset-sampled color signals selected by the switching circuit are decoded by way of interpolation processing to obtain the output video signals.
