A visible light communication apparatus is constituted with a transmitter for illuminating and projecting visible light on which an information signal is superimposed from a lamp fitting and a receiver for receiving the visible light to take out the information signal superimposed on the visible light. The transmitter modulates a transmission information signal, driving a light projecting element of the lamp fitting so as to superimpose the transmission information signal on the visible light of the lamp fitting, thereby radiating white light containing a blue light component as visible illumination light. The receiver receives the white visible light containing the blue light component radiated from the transmitter and generates a receiving information signal from the light receiving signal on a receiving circuit. A blue light photodiode which receives blue light at the highest sensitivity to output a light receiving signal is used as a light receiving element of the light receiving unit. The lamp fitting for radiating the white light containing the blue light component on the side of the transmitter as visible illumination light and the blue light photodiode for receiving blue light on the side of the receiver at the highest sensitivity can be used to perform visible light communications at high speed, while illuminating by the white light.

To provide a sound absorbing structure having a superior sound absorbing characteristic and an external appearance of the sound absorbing structure which does not cause flicker or the like, by disposal, for example, in the front of an air chamber, a plurality of ribs (2a) are disposed on one surface of the sound absorbing board body (2), and a plurality of through-holes (3) are provided in basal portions (2b) between the ribs (2a) to form a porous structure. Concealing materials (5) are provided between the ribs (2a) of the sound absorbing board body to conceal the through-holes (3), respectively.

An outer mounting rail at a side opposite to a sound source side and an inner mounting rail at the sound source side are fixed to a metal securing part secured to an attachment base portion projecting from a top portion of a sound insulation wall. A plate-like body structure for a sound insulation wall having a built-in solar battery constituted by the combination of a built-in solar battery structure having a gentle convex arcuate shape so as to be installed on the top end portion of a sound insulation wall in the form of a head piece, and a built-in solar battery structure having a built-in solar battery plate-like body held by transparent plate-like materials from its opposite sides and inserted into a window-like opening portion or a wall holding frame portion formed in the sound insulation wall.

Fixing members are mounted, at predetermined intervals, on the top portion of a footing that is built along a road. A concrete-type board having vertical through-holes is mounted on the footing through the fixing member. Steel rods each having top and bottom threaded portions are inserted into the respective through-holes of the board with the bottom threaded portions being threadedly engaged with the respective fixing members. Upper nuts are engaged with the top threaded portions of the respective rods, to thereby fix the board onto the footing.

A sound absorbing material is interposed between an outer perforated plate and an inner plate to constitute a sound absorbing body, which has a bottom wall portion extending generally vertically, a hood portion laterally bulging from the top of the bottom wall portion to assume a semi-circular cross-section, and a top wall portion extending from the hood portion to assume a gentle convex cross-section. A cap is attached to the end face of the top wall portion, and a fixing member is attached to a lower portion of the bottom wall portion to constitute a sound absorbing device. The two sound absorbing devices having the identical structure are fixed to the outer surfaces of an upper portion of an upright sound insulation wall through the fixing members so as to assume a symmetrical fixing posture. The caps of the two sound absorbing devices are connected by a connecting member. Alternatively, a gap is formed between the caps and a space suitable for planting is defined by a top surface of the sound insulation wall and the two inner plates.
