A telecommunication network comprises multiple radio cells (-) and a data base () which is linked to a multiple number of cells and which comprises information relative to the radio resources of each radio cell of the multiple numbers of cells. The data base is managed by a data base management entity (). Via the first cell, a requesting message () is broadcast to the data base management entity requesting information concerning the radio resources of at least a second cell of the multiple numbers of cells. Then, a response message () is received from the data base management entity with the requested information. Finally, radio resources are requested from the second cell on the basis of the information received.

Radio resource management in a radio telecommunication network

Uplink inter-cell interference is evaluated by allocating positions to mobiles in the cell of interest (C) and in interfering cells, computing a value for inter-cell interference for this position, re-positioning the mobiles, and re-computing the inter-cell interference value, until the calculated inter-cell interference converges on a stable value. At each iteration, the interfering mobiles are allocated a positional distribution within their respective cells which is an image of the distribution used for the mobiles in the cell of interest. Power control is performed only for mobiles in the studied cell, and the assigned distribution of power values is also allocated to the mobiles in the interfering cells. An inter-cell interference evaluation system () includes a mobile-communication-unit positioning module (), a path loss computation module (), a power control module () and an inter-cell interference computation module (), operating under the control of a controller ().

Method and system for evaluating uplink inter-cell interference

In a mobile telecommunications system, when it is determined that a mobile terminal should be handed over from a first cell (primary cell) to a second cell (target cell), the target cell is chosen based on measurements of link quality in the primary network at the time when it is determined that handover is necessary, as well as on stored data indicative of the respective probabilities that different potential target cells will be the best handover target from a particular primary cell. This enables an appropriate choice of target cell to be made even in a case where it is not possible to make measurements on the target cells at the time when it is determined that handover is necessary (for example because handover is to a target cell that operates at a different frequency from that of the primary cell).
