Systems and methods are disclosed to address inter-cell interference in a heterogeneous network. In one embodiment, a system is disclosed, comprising: a coordinating node situated between a radio access network and a core network; and a first base station in the radio access network in communication with the coordinating node, wherein: the coordinating node has a coordinating scheduler with a first scheduling period; the first base station has a first base station scheduler with a second scheduling period shorter than the first scheduling period; the coordinating scheduler is configured to send a resource reservation list and a resource restriction list to the first base station scheduler once during each first scheduling period; and the first base station is configured to receive the resource reservation list and the resource restriction list and to use the resource reservation list and the resource restriction list when performing mobile device resource scheduling.

Systems and methods are disclosed for adjusting transmit power in a wireless network. In one embodiment, a method is disclosed that includes identifying a selected base station with a first coverage area for adjustment of transmit power; identifying a plurality of neighboring base stations with coverage areas nearby the first coverage area; retrieving a plurality of signal strength measurements from a plurality of mobile devices within the coverage areas of the plurality of neighboring base stations; determining, based on the plurality of measurements, an effect on the plurality of mobile devices within the coverage areas of the plurality of neighboring base stations; and sending an instruction for adjustment of transmit power to the selected base station.

Systems and methods for cell ID disambiguation are described. In one embodiment, a method may be disclosed for constructing a neighbor table, comprising: receiving, at a mobile base station, a physical cell identifier (PCI) of a detected neighbor base station from a user equipment (UE); receiving a global positioning system (GPS) position of the mobile base station; and associating the GPS position of the mobile base station with the PCI of the detected neighbor base station in a neighbor table.

Systems and methods for an in-vehicle base station are described. In one embodiment, a mobile base station is disclosed comprising a first access radio for providing an access network inside and outside a vehicle; a second backhaul radio for providing a backhaul connection to a macro cell; and a global positioning system (GPS) module for determining a location of the mobile base station, and for transmitting the location of the mobile base station to a core network, wherein a transmit power of the first access radio is configured to increase or decrease based on a speed of the vehicle.

Enhanced mobile base station

Systems and methods for an in-vehicle base station are described. In one embodiment, a method is disclosed, comprising: broadcasting, using the first access radio, the cellular access network at a first power; transmitting the location of the mobile base station to the cellular network; detecting, at the processor, a transition of the mobile base station from a stationary state to a moving state; reducing, at the first access radio, a transmit power of the cellular access network while in the moving state for disabling the cellular access network outside the vehicle; and increasing, at the first access radio, the transmit power of the mobile base station when exiting the moving state.

Systems and methods for an in-vehicle base station are described. In one embodiment, a method is disclosed, comprising: permitting a mobile device to attach to the mobile base station; attaching, at the mobile base station, to a macro cell for providing backhaul to the mobile device using the mobile base station for access; receiving a first tracking area code from the macro cell; transmitting a second tracking area code to the mobile device, the second tracking area code corresponding to a tracking area managed by a coordinating node; detecting, at the mobile base station, a transition from a stationary state to a moving state of the mobile base station; and sending a tracking area update message to a core network to transition to the tracking area managed by the coordinating node.

This application discloses methods for creating self-organizing networks implemented on heterogeneous mesh networks. The self-organizing networks can include a computing cloud component coupled to the heterogeneous mesh network. In the methods and computer-readable mediums disclosed herein, a processor determines if a user equipment (UE) should hand over its service from a base station to a multi-radio access technology (RAT) node, based on heuristics including one or more of: a distance traveled over a time T, an average speed over a time T, a destination stored in internal memory within the UE, a speed limit measurement for a nearby road, a possible direction in which the UE could travel, a signal strength measurement for a servicing base station, and a signal strength measurement for the multi-RAT node. A position profile may be used to predict a future location of the UE.
