A reinforcement member arrangement portion () of the surrounding portion () is formed of an outer circumference (), an inner circumference (), and a connecting portion (). The reinforcement member arrangement portion () is in the shape of a letter I in cross section in which the cross sectional width (W) of the connecting portion () is narrower than the cross sectional width (W) of the outer circumference () and the cross sectional width (W) of the inner circumference (). The reinforcement member () is arranged on the outer circumference ().
