Disclosed are topical composition for delivery of an active agent to keratinous tissue, comprising a low molecular weight chitosan that is covalently modified chitosan with octane sulfonic acid which are attached to the chitosan via sulfonamide linkages (OsC), an effective amount of an active agent, and a carrier, and wherein the chitosan has a molecular weight of about 50 kD to about 150 kD.
