A mobile station executed method, wherein upon changing from a current cell to a new cell in a wireless packet data network the mobile station enters the new cell; generates a cell change packet data unit (PDU) message for informing the network of the location of the mobile station in the new cell; buffers the cell change PDU message into a PDU transmit queue before any buffered PDUs that were present before the mobile station entered the new cell; and transmits the buffered cell change PDU before any of the buffered PDUs that were present before the mobile station entered the new cell. In accordance with another method for informing the wireless network of the MS cell change, the following steps are executed: (i) in response to the MS making access in a new cell, sending a Channel Request that indicates a Cell Update operation; (ii) establishing an uplink (UL) Temporary Block Flow (TBF) for transferring Logical Link Control (LLC) Packet Data Units (PDUs) from the MS to the network; (iii) in response to the network receiving an unknown Temporary Logical Link Identifier (TLLI) from the MS, sending a message to a Serving GPRS Support Node (SGSN) and (iv) based on the message, determining with the SGSN the new cell location of the MS.

Method and apparatus for improving a mobile station cell change operation in the general packet radio system (GPRS)

Various communication systems may benefit from traffic steering. For example, radio access network based traffic steering can be used to benefit of communications by steering traffic to Wi-Fi leveraging Hotspot 2.0. A method can include determining that an off-load condition exists in an area of a radio access network. The method can also include commanding a user equipment to off-load to non-cellular radio access based on the determining.

Various communication systems may benefit from appropriate prioritization of users and/or devices. For example, wireless communication systems may benefit from multi-subscription network prioritization, such as systems for prioritizing subscribers with multiple subscriptions that are using fewer devices than they have subscriptions. A method can include determining that a device is associated with a plurality of subscriptions. The method can also include determining at least one related device is not in use, wherein the at least one related device is associated with same plurality of subscriptions. The method can further include assigning a higher priority to the device based on the determinations that the device has the plurality of associated subscriptions and has at least one related device not in use.

Multi subscription network prioritization

The present invention provides apparatuses, methods, computer programs, computer program products and computer-readable media regarding radio access network (RAN) controlled access of user equipment (UE) to wireless communication networks. The method includes receiving, at a base station or controller of a cellular communication network, a request to offload traffic to a wireless communication network from an access point of the wireless communication network regarding user equipment served by the base station or controller, determining, at the base station or controller, whether to permit the user equipment to offload traffic to the wireless communication network, and transmitting a message indicating whether it is permitted to offload traffic to the access point of the wireless communication network.

When a user of a mobile communication device is roaming in a visited network, an active network selection policy is formed of one or more partial policies. The partial policies typically include the network selection rules of the visited network, but may also include user home network rules, global network selection rules of the home network and/or further network selection rules of the home network. The present invention relates to methods and apparatus that enable device management to be performed via broadcast/multicast transmission. A server may receive a request, for example, from a device owner, to update settings in deployed devices. The deployed devices may be identified by at least one group ID. The server may initiate broadcast/multicast transmission to the identified devices by transmitting a settings update message to a communication server.
