To provide a seat belt retractor and a seat belt device capable of shortening time taken to restrict rotation of a spool. A seat belt retractor according to the present invention includes a spool, a base frame, a spring unit, a vehicle sensor, a locking mechanism, and a pretensioner. The locking mechanismincludes a lock gearand a retainer. The lock gearincludes an outer circumferential wallthat is disposed at an end portion of the spooland engageable with the vehicle sensor. The retainerincludes an inner circumferential walldisposed on the inner side of the outer circumferential walland a side wallthat defines a space accommodating the lock gear. The lock gearbecomes engaged with the inner circumferential wallor the side wallof the retainerwhen the lock gearbecomes eccentric relative to the retainer
