A video decoder including: an input module configured to receive a video stream that is coded based on macroblocks; a frame determination module configured to determine whether or not a decoding subject image in the video stream that is input to the input module is a non-reference frame image that is not referred to when decoding another image; a slice analyzing module configured to determine, for each slice being configured by arranging the macroblocks, whether or not skip macroblocks each of which has no coding information of its own exist in a predetermined number or more when the frame determination module determines that the decoding subject image is a non-reference frame image; and a slice editing module configured to set, as skip macroblocks, all macroblocks in a slice for which the slice analyzing module determines that skip macroblocks exist in the predetermined number or more.

According to one embodiment, a moving picture coding device which performs a motion-compensated prediction for moving picture data in macroblocks, applies discrete cosine transform and quantization to a prediction error obtained by the motion-compensation prediction to obtain a quantization coefficient, and applies variable-length-coding to the quantization coefficient together with a motion vector to be obtained by the motion-compensation prediction, when controlling each coding mode of target macroblocks for the variable-length-coding in response to a picture type, the coding device determines whether the quantization coefficient is not smaller than a threshold if the picture type is a B, performs motion detection processing only by frame prediction if the quantization coefficient is not smaller than the threshold, performs the motion detection processing after conventional frame/field prediction determination if the quantization coefficient is smaller than the threshold, and skips coding processing of the target macroblocks under prescribed conditions after motion detection processing.

A prediction mode determining unit of a video encoder comprises a primary evaluative value calculating unit which calculates each primary evaluative value of a plurality of primary evaluative values corresponding respectively to a plurality of 4&#xd7;4 intra-prediction modes with different prediction directions, for each of a plurality of 4&#xd7;4-pixel blocks, using the motion picture signal as a reference image signal, a secondary evaluative value calculating unit which calculates each of a plurality of secondary evaluative values corresponding respectively to the 4&#xd7;4 intra-prediction modes, by applying to the primary evaluative value, weight summing which uses an evaluation coefficient corresponding to a position of each of the 4&#xd7;4-pixel blocks, determining unit which determines a coding prediction mode for each macro-block, using the secondary evaluative values, and coding unit which codes the motion picture signal in accordance with the coding prediction mode.

Moving image signal decoder section decodes the moving image bit stream and the time stamp for reproduction transmitted from multiple separator section on a frame by frame basis and stored in input buffer and provides time control section with the time stamp for reproduction that corresponds to the decoded frame and the information on the time stamp in the header of the moving image bit stream, while storing the decoded image data in frame memory. The time control section transmits a request to image output section for outputting image data at the time specified by the time stamp for reproduction as transmitted from the moving image signal decoder section or at the time as determined on the basis of the time stamp of the moving image itself and causes the image data to be read out of the frame memory and displayed on the LCD.
