In the present invention, when there is incoming voice call notification from the network in an active state (i.e. in a period in which the packet data is actually transmitted and received and in a period passing until the time when clocking interval time T is finished) while a line for packet transmission is held, incoming-call-in-packet-transmission controlling means makes a response of rejecting the incoming voice call. When there is incoming voice call notification in a standby state (i.e. in a period other than the periods of the active state), the incoming-call-in-packet-transmission controlling means makes a response of receiving the incoming voice call.

A control unit transmits address area designation information designating an arbitrary bit position in ID data. Since a transmission route is set in accordance with the number of relaying broad band switching nodes present between two terminating nodes of a plurality of broad band switching nodes, a through-put characteristic, an affecting degree due to occurrence of a defect, the traffic of the entire network is distributed. Each of the terminal circuits generates 2-bit mode data representing the type of the terminal device. The control circuit assigns one or two time slots to the PCM highway according to the mode data.
